On top are radio and television transmitters serving Paris. The lift machinery located below ground level in the west and east pillars was installed in 1899, and is strangely reminiscent of the imaginary world of Jules Verne. Eiffel Tower is opened all year round. And personally I can not tell you the best time to visit this Parisian symbol. But I can advise not to take a lift (sure if you don't have vertigos and you feel good to make a little sport :)) but take the stairs. Take your time and discover Paris little by little, step by step :) and what's more it costs less than if you take elevators

A must see of course! It is worth the climb or elevator. But cheaper if you climb! It sparkles on the hour for 5-10 minutes. Just marvelous.

Very good

Something that you hardly ever see pictures of, is looking up at the Eiffel Tower from directly underneath it. It's probably my favorite vantage point of the Eiffel tower. I would also recommend going to see it both during the day and during the night, because the two times of day will offer a totally different feel. It looks much more beautiful at night when it is lit up, but it is nice to climb during the day to get a great view of Paris.

My most favorite way to view the Eiffel Tower is from the terraces of the Palais de Chaillot that rises opposite the Tower on the Right Bank of the Seine. Take any bus or taxi to La PLace du Trocadero and mount the stairs of the Art Nouveau Palais. Especially for a first time visitor, it is very dramatic and a real photo op.
